Each players pays an ante to be dealt a five card hand, all face down. There is a round of betting after which players can exchange as many cards as rules permit (sometimes there is no limit, but it varies). There is then a final round of betting until the remaining hands showdown as see who has the best five card poker hand.
In Jacks or Better you need to have just that to start the betting action. If no-one has it the button moves nd the hands are redealt again. There is less strategy to draw than hold'em or stud as there are only two rounds of betting and you have no clue what your opponent has. You can't bluff out a missed flush draw - no-one knows what anyone is drawing to.
